"19. Captain Thomas Tingey, one of the founders of the Congressional Cemetery and first Commandant of the Navy Yard. He and his family lived in the Commandant's house for so many years that, at his death it was found he had willed the house to his family. Although the family moved out, the Captain's ghost has refused to budge."
